Oracle
Oracle Corporation is a US software and cloud company that traces its founding to June 1977 and lists its headquarters in Austin, Texas, according to its annual report for the fiscal year ended May 31, 2026.1 Its AI infrastructure business runs through Oracle Cloud Infrastructure (OCI), which the report says delivers compute, storage, networking and cloud-native services, including AI infrastructure. The same report says Oracle depends on third parties to develop and deliver some of its data center capacity.1 On MetaPrompt, Oracle appears mainly as the cloud provider behind Stargate, the AI data center program it runs with OpenAI.2
Oracle’s September 2025 fact sheet named Crusoe as its development partner at the flagship Abilene, Texas campus, and said Abilene, a planned expansion nearby and three new sites could deliver over 5.5 GW of capacity.2 At Abilene the AI chips are Oracle’s: Epoch AI lists Oracle as the chip owner and OpenAI as the user, and estimates 421 MW of IT power in operation across four buildings, seventh in Largest AI Data Centers by Estimated Power Draw (October 2026).34 Crusoe said the first phase began running on OCI in September 2025, after Oracle started delivering the first Nvidia GB200 racks that June.5 Epoch also lists Oracle as the chip owner at the Stargate sites in Shackelford County, Texas; Doña Ana County, New Mexico; Port Washington, Wisconsin; and Saline Township, Michigan, all still under construction in its records, as tracked in Stargate's Sites: Operating vs Under Construction vs Planned.3 Outside the US, G42 said the 1 GW Stargate UAE cluster would be built by G42 and operated by OpenAI and Oracle.6 In policy, the Bureau of Industry and Security’s July 2026 rule on the UAE lists Oracle in a new supplement of approved end users for advanced-chip exports there, as explained in How US AI Chip Export Controls Work (as of October 2026).7
